International Aluminum Institute (Heineken)

The International Aluminium Institute (IAI) is the global association of primary aluminium producers, coordinating industry-wide data, sustainability standards, and policy engagement. It serves as the sector’s central voice, promoting responsible production and advancing global initiatives in recycling, climate performance, and circularity.

What We Did

Our Analysis of Vietnam’s Aluminium Tax and Recycling System

We conducted a comprehensive assessment of Vietnam’s aluminium recycling value chain, focusing on:

  • Fiscal & Regulatory Barriers: Examined how the current export-tax structure traps value in low-grade recycling, discourages domestic remelting, and limits the feasibility of true can-to-can circularity.

  • Market & System Dynamics: Mapped material flows, pricing incentives, and bottlenecks across collectors, depots, recyclers, and can-stock producers to understand why high collection rates do not translate into high-value recycling outcomes.

  • Stakeholder Insights: Integrated perspectives from industry, government, and international partners to identify misaligned incentives and areas where policy reform could unlock investment.

  • Strategic Reform Pathways: Developed a phased tax-reform roadmap—short-, medium-, and long-term—designed to stimulate domestic remelting capacity, improve product quality, and attract sustainable industry growth.

Outcome for the Client

Our analysis equipped the International Aluminium Institute and its partners with a clear, evidence-based pathway to advance can-to-can circularity in Vietnam:

  1. Strategic Policy Direction: Provided a phased fiscal-reform roadmap that demonstrates how revising export taxes can unlock higher-value domestic recycling and attract long-term investment.
  2. Industry Alignment: Clarified stakeholder incentives across collectors, depots, recyclers, and can-stock producers. This enables the IAI to coordinate targeted industry engagement and government dialogue.
  3. Economic & Environmental Case: Delivered quantifiable benefits showing increased value retention, reduced carbon intensity, and greater competitiveness for Vietnam’s aluminium sector.
  4. Investment Mobilization: Identified the conditions under which private-sector remelting capacity becomes viable, helping the IAI articulate a compelling investment proposition for global partners.
  5. Implementation Focus: Offered actionable short-, medium-, and long-term priorities that guide policy advocacy, technical support, and collaboration with Vietnamese authorities.
